IDP Roadmap

The IDP Roadmap is a fact sheet describing the Integrated Development Plan (IDP), a five-year strategic framework used by municipalities to plan and deliver services through a collaborative process involving government, business, and communities.

• The Integrated Development Plan (IDP) is a five-year guide for municipal service delivery and planning that enables communities to hold elected ward councillors accountable for development needs. It requires the collaboration of municipal officials, councillors, communities, businesses, and both provincial and national government.
• The objectives of local government, as outlined in Section 152 of the Constitution, include providing democratic and accountable government, ensuring sustainable service provision, promoting social and economic development, promoting a safe and healthy environment, and encouraging community involvement.
• The IDP is developed every five years, coinciding with the election of a new council, and consists of six distinct phases: Pre-Planning (July–August), Needs Analysis (Sept–Nov), Strategy Development (Dec–Jan), Project Identification & Prioritisation (Feb–Mar), Integration (Mar–Apr), and Approval (Apr–May). The plan is reviewed annually to assess gaps and plan improvements.
• The IDP process integrates various governance and planning frameworks, including the SDBIP for budget alignment, the PGDS and SPLUMA for provincial alignment, and the MTEF and DORA for national compliance.
