What is COMPACT?

COMPACT is a European Union co-funded programme implemented by PARI, SALGA, and Integrity Action to enhance the responsiveness of South African local government. The initiative focuses on deepening democracy by increasing community participation in Integrated Development Planning (IDP) processes, specifically regarding water and sanitation services, and improving the oversight of municipal service delivery across 12 municipalities.

• The COMPACT programme is a co-funded European Union initiative implemented by three partners: the Public Affairs Research Institute (PARI), the South African Local Government Association (SALGA), and Integrity Action (IA). Its primary goals are to deepen democracy, achieve a more accountable local government, and improve the oversight of municipal service delivery.
• A central objective of the programme is to enhance the participation of local communities in Integrated Development Planning (IDP) processes, with a specific focus on water and sanitation services, to better align municipal planning with community needs.
• The programme's implementation design follows a sequence of inception, action research, prototyping, and implementation, which includes piloting in two municipalities and subsequent toolbox implementation across 12 municipalities in the Free State, KwaZulu-Natal, North West, Western Cape, Eastern Cape, and Northern Cape provinces.
