Compact - My Municipality Local Government Collaboration Model

This fact sheet describes the COMPACT Local Government Collaboration Model, a tool designed to facilitate cooperation between municipal administrations, councillors, and the local community to solve complex challenges. The model was developed based on action research in 12 partner municipalities and consists of a five-step process: Purpose, Making Sense of the Challenge, Vision and Hope, Implementing and Adapting, and Reflection and Learning.

• The COMPACT Local Government Collaboration Model is a catalytic tool intended to foster collaboration among three primary municipal stakeholders: the administration, councillors, and the local community, which includes citizens, businesses, and civil society.
• The collaboration model follows a five-step process: first, identifying the 'Purpose' and common goal; second, 'Making Sense of the Challenge' to develop a systemic view; third, creating 'Vision and Hope' through a shared agenda; fourth, 'Implementing and Adapting' via adaptive leadership and clarified roles; and fifth, 'Reflection and Learning' to update the agenda and synthesize insights.
• The model was piloted in two municipalities in 2025: the Blue Crane Route Local Municipality in the Eastern Cape, which focused on the water crisis in Pearston (April 22-23), and the Newcastle Local Municipality in KZN, which focused on the regulation of tuckshops and local economic development (May 29-30).
• A Train-the-Trainer Workshop took place from August 5-7, 2025, in Gauteng to refine facilitation materials and the guide. This event was attended by representatives from SALGA, PARI, and the Newcastle and Blue Crane Route municipalities.
