Compact - My Municipality

This fact sheet describes the 'Compact - My Municipality' initiative, which utilizes Citizen Based Monitoring (CBM) to improve local government accountability and service delivery in South Africa, specifically focusing on water and sanitation infrastructure.

• The Compact - My Municipality initiative employs Citizen Based Monitoring (CBM), a social accountability method used in over 20 countries. In South Africa, selected ward committee members are trained to monitor public services, report data via an online tool, and collaborate with local government to resolve issues.
• The program aims to create a more accountable local government in South Africa by increasing community participation in integrated development planning (IDP) processes, with a specific focus on water and sanitation, and improving the oversight of service delivery.
• The CBM approach is currently being piloted in the Oudtshoorn and Kouga Local Municipalities (LMs), where 30 citizen monitors have been trained to oversee water and sanitation infrastructure projects within their wards.
