• Chapter 9 institutions provide independent constitutional oversight: the Auditor-General (AG) audits financial compliance and performance; the Public Protector (PP) investigates maladministration, abuse of power, and corruption; the South African Human Rights Commission (SAHRC) addresses failures in essential service delivery; and the Independent Electoral Commission (IEC) manages elections.
• Citizens have several recourse options when a municipality is poorly governed, ranging from direct communication with municipal departments and lobbying provincial MECs to engaging with parliament, organizing peaceful protests, using the media, or taking legal action in court as a final resort.
