State Capture Commission of Enquiry Hearings During Covid-19

• The Civil Society Working Group on State Capture expresses concern over the lack of public communication from the Zondo Commission since the March 2020 lockdown, noting that the Commission's website only provided a directive on 16 April 2020 postponing April hearings.
• The Working Group warns that the COVID-19 pandemic and associated lockdowns could create new opportunities for corruption, patronage, and state capture, particularly through emergency procurement processes.
• To ensure the Commission completes its work before its mandate ends in March 2021, the Working Group proposes several measures: the release of an interim report, the use of virtual platforms for hearings (similar to those used by Parliament and the courts), and the implementation of social distancing for in-person hearings under Lockdown Level 3.
• The Working Group argues that the release of an interim report is urgent to facilitate accountability and support the work of law enforcement and state anti-corruption agencies.
