Statement on the first anniversary of the release of the State Capture Commission report

The Public Affairs Research Institute (PARI) states that one year after the release of the State Capture Commission report, the pace and breadth of reform to hold perpetrators accountable and prevent future state capture in South Africa remain inadequate.

• One year after Chief Justice Zondo delivered the Report of the Commission on State Capture to President Ramaphosa, the Public Affairs Research Institute argues that the progress in implementing recommendations is insufficient. While some efforts to professionalise public administration and rebuild institutions exist, the pace of reform is deemed inadequate regarding SOE governance failures and the development of an anti-corruption architecture.
• The legislative reform programme submitted by the President is unlikely to be completed before the current Parliament is dissolved for elections next year. Additionally, the National Assembly has failed to adopt key commission recommendations intended to improve its oversight functions over the executive.
• CASAC and PARI plan to host a follow-up conference in October 2023 to assess progress on the implementation of the commission's recommendations, review pending policy and legislative proposals, and identify state reform opportunities to strengthen democratic governance.
