Restructuring Free Basic Services to Support Equitable Development

This policy brief argues that South Africa's Free Basic Services (FBS) policy fails to support the millions of households living below the poverty line due to exclusionary municipal indigent policies, insufficient benefit levels, and restrictive conditions that hinder productive use of services.

• South Africa experiences significant poverty, with over 50% of households living below the upper bound poverty line (less than R6,536 monthly for a family of four in 2024), 40% below the lower bound poverty line (less than R4,436), and approximately 4.5 million households (25%) below the food poverty line (less than R3,076), meaning their total income cannot cover minimum daily calorie requirements.
• The Free Basic Services (FBS) policy is not achieving its intended pro-equity development impact because millions of poor households are excluded by municipal indigent policies, the level of benefits (especially electricity) is too low to meet developmental access levels, and restrictive municipal conditions prevent beneficiaries from using services for productive activities while increasing administrative costs.
