SOCIAL ACCOUNTABILITY CAPACITY BUILDING FOR LOCAL CSOs IN RURAL MUNICIPALITIES TO STRENGTHEN LOCAL GOVERNANCE: THE CASE OF ALFRED NZO DISTRICT MUNICIPALITY

This research paper examines social accountability capacity-building activities implemented by Oxfam South Africa in three rural local municipalities within the Alfred Nzo District Municipality to enable informal community-based organisations to hold local government accountable for service non-delivery.

• Oxfam South Africa implemented social accountability capacity-building activities in three rural local municipalities within the Alfred Nzo District Municipality to help informal community-based organisations use social accountability strategies to hold local government accountable for the non-delivery of services.
• The effectiveness of social accountability initiatives in rural municipalities is undermined by local patronage structures and clientelistic relations. Informal civil society organisations often become caught in these networks due to the influence of partisan local elite structures, which can lead members to protect public officials and contractors through clientelistic exchange rather than conducting independent inquiries.
• The social audit of the Mphuthumi Mafumbatha Stadium serves as a case study illustrating the struggle of informal civil society to disentangle itself from local politics when implementing social accountability in rural communities.
