Now or Never: It’s time to Create Real, Lasting Procurement Reform

An open letter from Corruption Watch and the Public Affairs Research Institute (PARI) to President Cyril Ramaphosa and Minister of Finance Tito Mboweni urging decisive leadership and collaborative reform of South Africa's public procurement system through the draft Public Procurement Bill.

• The authors identify the draft Public Procurement Bill as a critical lever for reforming the procurement sphere to ensure it is effective, efficient, transparent, and insulated from corruption, which they view as essential for sustainable growth and social justice.
• The organizations express concern that the government lacks the necessary commitment, urgency, and focus regarding the legislative process, stating that the policy formulation and drafting are not occurring with appropriate speed or focus.
• Corruption Watch and PARI call for a rigorous and participatory re-drafting process led by National Treasury that includes input from all government sectors and civil society to meet the constitutional requirements of being fair, equitable, transparent, competitive, and cost-effective.
• In their June submissions on the draft Bill, the organizations proposed measures to streamline operations, limit improper political interference, enhance transparency and accountability, and provide support for whistle-blowers.
