Financing the Future: Budget Reform in SA 1994-2004

Following the 1994 elections, South Africa faced severe economic decline, extreme income inequality, and a precarious fiscal state characterized by high net borrowing, poor expenditure controls, and rising national debt, exacerbated by the re-incorporation of the TBVC states.

• The post-1994 ANC-led government inherited a precarious financial situation characterized by an economy in decline and extreme disparities in income and wealth distribution.
• Fiscal instability was driven by high borrowing, weak tax collection, and poor expenditure controls, with net borrowing in the 1992/93 financial year reaching nearly 9% of GDP.
• The national budget and debt burden were further strained by the re-incorporation of the TBVC states (bantustans), which suffered from even more severe debt problems than the main budget.
