Deep Dive: What do current policy developments in China, India and the US mean

The Allianz Climate & Energy Monitor Deep Dive analyzes the investment requirements for China, India, and the US to align with Paris Agreement goals, noting that while China and India are rapidly expanding renewables and exiting coal, US federal policy ambition is declining despite strong state-level support.

• To remain within the Paris Agreement warming limit, investments in China and the US must roughly double, while investments in India must triple. In 2016, combined investments in renewable electricity across these three nations totaled USD 134 billion, representing more than half of global electricity supply investments for that year.
• China and India are rapidly expanding renewable capacity and moving away from coal. China targets 680 GW of installed capacity and USD 361 billion in investments by 2020 (a 38% increase over 2015). India's 2016 solar and wind installations exceeded annual goals by 43% and 116% respectively, with a target of 175 GW by 2022. China is decommissioning coal plants and cancelling new fossil-based plants, while India is considering a halt to new coal plant construction after 2022.
• In the US, renewable energy is growing due to federal tax credits, declining costs, and state-level Renewable Portfolio Standards; in 2016, wind and solar accounted for 60% of all new capacity (16 GW out of 27 GW). However, the outlook for federal policy ambition is worsening, and the EU could potentially replace the US as a global pillar for the energy transition.
