Achieving the Ambition of Paris: Designing the Global Stocktake

This working paper by the Project for Advancing Climate Transparency (PACT) consortium examines the design of the modalities, procedures, and guidelines for the global stocktake established under Article 14 of the Paris Agreement.

• The global stocktake is a process occurring every five years to assess collective progress toward the long-term goals and purpose of the Paris Agreement. Its results are intended to help Parties update and enhance their international cooperation, support, and actions in a nationally determined manner.
• The paper analyzes options for the core elements of the global stocktake's modalities for adoption at COP24 in December 2018, emphasizing that the process should be inclusive, effective, and robust.
• To operationalize the global stocktake, Parties should focus on inputs, outputs, and workstreams based on the Paris Agreement mandate. The design should allow the process to evolve by incorporating best practices, lessons learned, and changes in technology, economics, and society.
