Transforming EU Foreign Policy: Reforms to Elevate Climate

This policy brief argues that the EU must reform its climate diplomacy strategy for the 2024-2029 cycle to counter competition from the US and China in cleantech and integrate climate action as a cross-cutting issue across all foreign policy domains. It proposes reforms centered on strategy, governance, coordination, and resources.

• The EU faces threats to its competitive position due to a shifting geopolitical landscape, including increased competition from the US and China in the cleantech sector, alongside rising geopolitical tensions and changing security and economic interests.
• To maintain its leadership, the EU needs to integrate climate considerations as a cross-cutting issue across all foreign policy domains and bolster the external dimension of the Green Deal and a green EU competitiveness deal.
• The NewClimate Institute identifies four key categories of reform opportunities for the 2024-2029 EU cycle to better mainstream climate in external action: climate foreign policy strategy, strong governance, sufficient resources, and streamlined communication and coordination.
