Landscape for Mitigation Action and Finance in Georgia’s Agriculture Sector

This report analyzes mitigation options and international climate finance access for Georgia's agriculture sector to support the country's NDC, 2030 Climate Strategy, and 2021-2023 Action Plan.

• The study identifies numerous attractive mitigation actions in the agriculture sector, many of which use existing technology or practices in Georgia and have low to neutral abatement costs. However, cropland measures—including organic production, plant management, synthetic fertilizer management, agroforestry promotion, and low tillage—as well as livestock feeding optimization, are primarily obstructed by current land-tenure regulation.
• Certain low-cost livestock measures, such as direct methane capture, health & disease prevention, breeding optimisation, feeding optimisation, and manure management, are not hindered by land-tenure regulation. Instead, these measures face challenges related to the prevalence of small-scale livestock farming and varying levels of readiness within Georgia.
• The report recommends several steps to enhance sector action: increasing awareness of the Paris Agreement's implications for agriculture, prioritizing farmer training and information exchange, addressing implementation barriers, and creating concrete policy proposals and feasibility studies for viable measures.
