• Numerous attractive mitigation actions exist in Georgia's agriculture sector that use available technology and have neutral to low abatement costs, but cropland measures—including low tillage, agroforestry, synthetic fertilizer management, plant management, and organic production—are obstructed by land-tenure regulation.
• Low-cost livestock mitigation measures, such as manure management, feeding and breeding optimisation, health and disease prevention, and direct methane capture, are not limited by land tenure but are challenged by the prevalence of small-scale livestock farming.
