COP28 initiatives will only reduce emissions

A briefing by the NewClimate Institute evaluating the impact of sectoral initiatives announced at COP28, concluding that most lack the ambition and accountability to meaningfully close the emissions gap.

• The sectoral initiatives from COP28 are largely insufficient for closing the emissions gap due to deficiencies in ambition, clarity, coverage, and accountability. Of the total estimated emissions savings from these pledges, approximately 25% are already part of government NDCs, 25% are additional and achievable, and 50% are unlikely to be realized without further improvements to the initiatives.
• The Renewable Energy and Energy Efficiency Pledge is a notable positive, with the potential to close roughly one-third of the gap between current policies and the 1.5ºC target by 2030, provided it is fully implemented.
• The Oil and Gas Decarbonisation Accelerator is characterized as a greenwashing effort because it targets only upstream emissions from production, whereas emissions from the actual phasing out of fossil fuels are at least five times higher.
