COP28 initiatives will only reduce emissions

The NewClimate Institute finds that most COP28 sectoral initiatives are insufficient to close the emissions gap, with approximately half of estimated savings unlikely to be achieved without further action. While the Renewable Energy and Energy Efficiency Pledge shows potential to close a third of the gap to 1.5ºC by 2030, the Oil and Gas Decarbonisation Accelerator is characterised as greenwashing because it focuses only on upstream emissions rather than a full fossil fuel phase-out.

• Most sectoral initiatives from COP28 are insufficient to close the emissions gap due to deficiencies in ambition, clarity, coverage, and accountability. Of the total estimated emissions savings from these pledges, roughly 25% are already in government NDCs, 25% are additional and achievable, and 50% are unlikely to be realised without further improvements to the initiatives.
• The Renewable Energy and Energy Efficiency Pledge is identified as a positive development that, if fully implemented, could reduce the gap between current policies and the 1.5ºC target by approximately one third by 2030.
• The Oil and Gas Decarbonisation Accelerator is described as a greenwashing effort because it targets only upstream emissions from production, whereas emissions from the use of fossil fuels are at least five times higher.
