How can the new climate agreement support robust national mitigation targets

This report synthesizes research on design options for mitigation commitments in the new global climate agreement being negotiated for 2020, focusing on participation, commitment types, ambition guidance, and transparency.

• The international community is working toward a new global climate agreement to be signed in December 2015 at the Conference of Parties (COP) in Paris, intended for application from 2020 onwards. As part of this process, countries are developing Intended Nationally Determined Contributions (INDCs), which feature mitigation contributions as central elements.
