Net Zero Stocktake 2023

The Net Zero Stocktake 2023 analyzes net zero pledges across over 4,000 entities, finding that while the number of corporate targets is growing rapidly and national targets are increasingly underpinned by policy, many subnational and corporate entities still lack emission reduction targets or robust strategies, and no major producer has committed to a fossil fuel phase-out.

• The momentum for net zero target setting varies by entity type: while growth has slowed for national and subnational governments, it continues rapidly for companies. Specifically, the number of large publicly-listed companies with net zero targets rose from 417 to 929 in just over two years.
• There has been a substantial increase in the formalization of national net zero targets, with the proportion underpinned by legislation or policy documents rising from 5% to 75% over two and a half years.
• Significant gaps in credibility and action persist: many corporate and subnational entities, including those within the G7, lack any emission reduction targets. Furthermore, there are limited signs of improvement in the robustness of these strategies, and no major producer countries or companies have committed to phasing out fossil fuels despite their net zero pledges.
• An increasing number of entities are specifying their intent to utilize carbon dioxide removals (CDR) within their value chains.
