Transforming the finance sector with technical assistance

This case study by the NewClimate Institute examines the role of technical assistance in transforming the finance sector, specifically focusing on the development of green bond markets in China and Kenya.

• Technical assistance was instrumental in the development of green bond markets in China and Kenya, though it is not sufficient on its own to transform the finance sector. In China, it supported the establishment of the market alongside government financial reforms, while in Kenya, it helped lower barriers to the Green Bond Programme launched in 2017 by the Kenya Bankers Association, the Nairobi Securities Exchange, and international donors.
• The study identifies five primary lessons for policy-makers and technical assistance providers to drive transformative change via green bond markets: assistance must be dynamic and adaptable, focus on building capacity and ownership among first-movers, prioritize the development of local markets, maintain a local presence, and balance international best practices with local circumstances.
