Sequencing climate change mitigation targets and policies

The analysis of 25 countries reveals a gap between international climate targets and national policy implementation, noting that many countries increase their NDC ambition without adopting the necessary policies to achieve them. This disconnect is particularly evident in oil- and gas-producing states and countries reliant on fossil fuels for economic growth, which undermines the Paris Agreement's goal of bridging current efforts with long-term climate targets.

• Of the 25 countries analysed, 18 are projected to meet their original targets, while only 11 are projected to meet their updated NDCs, indicating that updated NDCs often represent a progression that is harder to achieve.
• Eleven countries are projected to meet their updated NDCs at the time of submission, yet both their original and updated NDCs result in emissions that exceed current policy projections for 2030, suggesting that NDC updates may have limited influence on the creation of new mitigation policies.
• Countries that produce oil and gas or depend on fossil fuels for economic growth are less likely to align ambition raising with policy adoption, often raising ambitions that remain above current policy levels or failing to raise NDC ambition entirely.
