Methodology Underpinning the State of Climate Action Series 2024 Update

This technical note details the methodology used by the NewClimate Institute for the State of Climate Action series to identify sectors requiring transformation, establish 1.5°C-aligned global mitigation targets for 2030, 2035, and 2050, and select indicators to monitor annual progress in greenhouse gas emission reductions and carbon removal.

• The State of Climate Action series focuses on transformational change across specific sectors to limit global temperature rise to 1.5°C, including power, buildings, industry, transport, forests and land, and food and agriculture, alongside the scale-up of climate finance and carbon removal technologies. The series specifically tracks progress in removing carbon dioxide from the atmosphere and reducing greenhouse gas emissions, excluding adaptation efforts from its scope.
• The methodology involves translating sectoral transformations into actionable targets for 2030, 2035, and 2050, using indicators and datasets to monitor annual change. Progress toward near-term targets is categorized into five levels: on track, off track, well off track, heading in the wrong direction, or insufficient data.
• The 2024 update to the technical note introduces several changes compared to the 2023 version: it adds 2035 targets for 16 indicators (meaning nearly two-thirds of the 43 total indicators now have targets for that year), includes a new indicator for the share of wind and solar power in electricity generation, clarifies the filtering of scenarios from the IPCC Sixth Assessment Report's integrated assessment models, and revises 2030 and/or 2050 targets for four transport sector indicators based on recent literature and modelling.
