Developments in National Climate Change Mitigation Legislation and Strategy

This research paper presents results from a survey of national climate change mitigation legislation and strategies across nearly all United Nations member states from 2007 to 2012, highlighting a global increase in policy coverage and a regional shift toward non-Annex I countries.

• Between 2007 and 2012, there was a substantial increase in the proportion of global greenhouse gas (GHG) emissions covered by national climate legislation or strategy, rising from 45% in 2007 to 67%.
• Regional patterns show that most increases in climate legislation and strategies occurred in non-Annex I countries, specifically in Asia and Latin America, while OECD countries remained relatively stagnant due to starting from a high base.
• There is a broad trend of countries adopting climate strategies more frequently than climate legislation between 2007 and 2012, with China being a significant exception to this trend.
