Non-state and subnational climate action in Latin America and the Caribbean

The document analyzes the landscape of non-state and subnational climate action in Latin America and the Caribbean, highlighting the role of cities, companies, and international cooperative initiatives in mitigating deforestation in the Amazon.

• As of October 2021, the Latin America and the Caribbean (LAC) region represented the fourth largest pool of individual and cooperative climate actions, involving nearly 1,500 actors. This group included 553 cities, 672 companies, 132 organisations, 77 regional governments, and 41 investors, with cities and companies being the fastest-growing participants.
• Tracking corporate climate action in the LAC region is challenging because the majority of firms are micro-enterprises or small and medium sized enterprises (SMEs).
• In the Amazon region, international cooperative initiatives (ICIs) and anti-deforestation commitments are critical due to weak land governance and the under-representation of local communities and Indigenous Peoples. Three specific non-state groups are identified as key to mitigating greenhouse gas emissions in the Amazon: local actors in meat production, international fast-consumer goods companies buying cattle and feedstock, and financial institutions funding activities that cause forest degradation and deforestation.
