National climate change mitigation legislation, strategy and targets: a global analysis

The analysis finds that while national climate legislation and strategies grew rapidly before 2009 and now cover 69% of global GHG emissions, their growth has recently stagnated. In contrast, economy-wide GHG targets increased significantly leading up to the 2015 Paris Agreement, covering 93% of global emissions by 2017. Renewable energy targets also showed steady growth, increasing from 45% of global GHG emissions coverage in 2007 to 79% in 2017, with notable increases in developing countries.

• National climate legislation and strategies experienced a strong increase in the first half of the 2007-2017 period, likely influenced by the 2009 Copenhagen Climate Conference, but have since stagnated. By 2017, these measures covered 69% of global GHG emissions, representing 49% of countries and 76% of the global population.
• Economy-wide GHG reduction targets saw a significant increase prior to the 2015 Paris Agreement. By 2017, such targets covered 93% of global GHG emissions (81% excluding the USA) and 91% of the global population (86% excluding the USA).
• Renewable energy targets expanded steadily between 2007 and 2017, with coverage of global GHG emissions rising from 45% to 79%, including a steep increase in developing countries.
