Climate Change and Sustainable Development in the Kenyan Electricity Sector

This report synthesizes results from the "Ambition to Action" (A2A) project conducted in Kenya from March 2017 to December 2019, focusing on aligning the electricity sector's development with climate targets and sustainable development goals.

• To maintain Paris Agreement compatibility in the electricity sector, Kenya should avoid installing coal capacity and restrict the use of additional natural gas, while expanding geothermal power, renewable energy mini-grids, and energy efficiency. These alternatives are expected to provide low-cost universal electricity and support sustainable development goals like clean air and job creation.
• There has been significant misalignment between previous climate change documents and actual planning and developments within the electricity sector, which has hindered climate change mitigation planning. The report suggests using the NDC update process to realign these elements.
• Alignment between electricity supply and climate planning can be improved through three specific actions: ensuring mutual participation of representatives from both sectors in planning processes, aligning emission baselines and targets across documents, and integrating sustainable development impact evidence into sector planning.
• Developing a Long-term Strategy as required by the Paris Agreement, aligned with long-term temperature goals, would offer transparency and certainty to stakeholders and a clear vision for the development of Kenyan society and economy.
