NDC Design | NewClimate Institute

The NewClimate Institute developed a methodology to systematically assess the design of Nationally Determined Contributions (NDCs) under the Paris Agreement, applying it to 20 diverse NDCs to evaluate mitigation ambition, comprehensiveness, implementation plans, and transparency.

• The analysis of 20 NDCs indicates that while countries generally perform well regarding transparency and comprehensiveness due to Paris Agreement rules, they often struggle with increasing mitigation ambition and establishing clear implementation plans.
• Less than half of the 20 analyzed NDCs demonstrated an increase in mitigation ambition compared to their initial submissions; some targets remained the same or became less ambitious because of changes to baseline emissions parameters.
• Many countries lack a clear implementation plan for their targets, with measures frequently not yet integrated into national legislation, although preparations are progressing particularly for countries that raised their targets.
