NDC Design | NewClimate Institute

The NewClimate Institute developed a methodology to assess the design of NDCs based on four criteria: increased mitigation ambition, comprehensiveness, implementation plans, and transparency. Applying this to 20 diverse NDCs, the analysis found that while most countries meet requirements for comprehensiveness and transparency, less than half demonstrated higher mitigation ambition compared to their first NDC, and many lack clear implementation plans.

• The analysis of 20 NDCs indicates that most countries generally meet the requirements for transparency and comprehensiveness, largely due to the rules established under the Paris Agreement.
• There is a significant gap in the ambition cycle, as fewer than half of the analyzed NDCs showed an increase in mitigation ambition over their initial submissions; some targets remained the same or became less ambitious due to baseline emission changes.
• Many countries fail to provide a clear implementation plan for their targets, often because measures have not yet been integrated into national legislation.
