Making Long-Term Low-GHG Emissions Development Strategies a Reality

This guidance from the NewClimate Institute provides recommendations for policy makers on developing and revising long-term low greenhouse gas emission development strategies (LTS) in alignment with the Paris Agreement.

• The Paris Agreement requires 198 Parties to the UNFCCC to formulate and communicate a long-term low greenhouse gas emission development strategy (LTS) by 2020, which exists as a separate requirement from the five-year update cycle of Nationally Determined Contributions (NDCs).
• The guide proposes that an LTS should be an ongoing visioning exercise for a low emissions economy based on current science and integrated into a continuous planning process that extends beyond 2020 and aligns with NDC revision cycles.
• To accommodate different country-specific starting points, the guidance suggests three levels of comprehensiveness for LTS development, ranging from a base level to a detailed level, allowing policy makers to increase the scope and robustness of the strategy over time.
