Climate Investment in Latin America

This report examines the policy landscape required to enable a transition to net zero emissions in Argentina, Brazil, and Peru, focusing on the factors that influence international climate finance and the necessity of long-term policy frameworks to mobilize private capital.

• To mobilize private capital for decarbonization, the report argues that a long-term vision aligned with the Paris Agreement, supported by a comprehensive policy framework and incentives, is essential for providing investors with planning certainty. The analysis indicates that there are currently significant disparities between countries and sectors regarding the adoption of low-carbon technologies and the policies used to scale those investments.
• The report identifies several critical government actions needed to foster climate investment: following national climate plans and updated NDCs with clear mitigation measures and sector targets; aligning sector-specific plans with an economy-wide long-term vision; ensuring domestic budgets and public support measures do not counteract climate goals; and clearly communicating commitments to phase out fossil fuel subsidies and high-carbon technologies.
• A collaborative relationship between the public and private sectors is necessary, where governments establish a stable enabling environment to steer investment and mitigate risks, while the private sector provides the necessary technology, services, investment, and employment.
