Designing NAMAs to Catalyze Bankable Low-Carbon Investments

This policy brief discusses the role of Nationally Appropriate Mitigation Actions (NAMAs) in translating Nationally Determined Contributions (NDCs) into bankable low-carbon investments by leveraging public support to mobilize private sector capital.

• Achieving the goals of Nationally Determined Contributions (NDCs) requires significant investment in low-carbon and climate-resilient infrastructure, the majority of which must be provided by the private sector.
• Nationally Appropriate Mitigation Actions (NAMAs) serve as a mechanism to implement NDCs by using international or domestic public support to mobilize large-scale private investment and realign global capital flows toward low-carbon development.
• To attract private investors to low-carbon technologies in the developing world—which often face higher costs and risks than existing technologies—policymakers must create frameworks that make these investments competitive with carbon-intensive alternatives.
