Advancing Nationally Determined Contributions (NDCs) through Climate-Friendly

This guidance document from the NewClimate Institute provides a framework for policymakers to design national mitigation strategies for the refrigeration, air conditioning and foam (RAC&F) sector. It emphasizes the need to align efforts between the UNFCCC and the Montreal Protocol to meet the temperature targets of the Paris Agreement.

• The refrigeration, air conditioning and foam (RAC&F) sector contributes significantly to greenhouse gas emissions through electricity consumption and the use of blowing agents and refrigerants with high global warming potential (GWP). Hydrofluorocarbons (HFCs), used to replace hydrochlorofluorocarbons (HCFCs) under the Montreal Protocol, have GWPs reaching up to 4000 CO2eq.
• The Kigali Amendment, agreed upon in October 2016 at the 28th Meetings of the Parties to the Montreal Protocol, aims to phase down HFC emissions over 30 years. This action is estimated to prevent nearly 90% of the temperature rise that HFCs would have otherwise caused.
• To achieve the Paris Agreement's goals of limiting global temperature increases to well below 2°C or 1.5°C, policymakers are encouraged to align the RAC&F sector's mitigation strategies across both the UNFCCC and the Montreal Protocol regimes within their Nationally Determined Contributions (NDCs).
