Operationalization Framework on Aligning with the Paris Agreement

The NewClimate Institute and I4CE have developed an operationalization framework to provide practical guidance for members of the International Development Finance Club (IDFC) and Multilateral Development Banks (MDBs) to align their financial flows with the Paris Agreement.

• The operationalization framework is designed to help financial institutions implement the joint commitment made in 2017 by the International Development Finance Club (IDFC) and Multilateral Development Banks (MDBs) to align financial flows with the Paris Agreement. It is structured around the six principles established in the 2018 IDFC position paper and provides guidance at the strategic, operational, and country levels.
• The framework operates on the premise that no single metric or tool is sufficient for Paris Agreement alignment. Instead, institutions must use a tailored combination of tools based on their specific mandate, strategy, institutional culture, alignment objectives, and the sectors or areas in which they intervene.
• The guidance provided in the framework addresses four primary areas: defining concrete objectives, identifying key aspects of tools and necessary institutional changes, reviewing existing approaches and tools (including their strengths and weaknesses), and providing recommendations for full Paris-alignment implementation.
