Proposed Lokichar to Lamu Crude Oil Pipeline Project: Addendum for Onshore Crude Oil Storage at Lamu Port & Garissa Re-alignment

This document contains the minutes of a public meeting held on 11 March 2020 in Garissa Town, Kenya, regarding an addendum to the Environmental Impact Assessment (ESIA) for the proposed Lokichar to Lamu Crude Oil Pipeline (LLCOP) project. The meeting focused on a route re-alignment in Garissa County necessitated by the original path crossing Kenya Defence Force (KDF) land.

• The Lokichar to Lamu Crude Oil Pipeline (LLCOP) project required a route re-alignment in Garissa County after the Kenya Defence Forces (KDF) informed the LAPSSET Corridor Development Authority (LCDA) in December 2019 that the gazetted corridor crossed a military area.
• The redesigned pipeline section relocates station 12 to the north of the military area. The project overall includes 17 above-ground installation stations from Lokichar to Lamu, with six stations located specifically within Garissa County.
• The Pipeline Project Management Team (PPMT) aimed to make a final investment decision (FID) by the end of 2020. As of March 2020, the Front-End Engineering Design (FEED) was complete, and land outside Turkana County had been gazetted and surveyed by the NLC, except for areas near Ijara in Garissa County.
• To minimize emissions, the project intends to connect stations to the national grid where possible, leaving fuel-powered generators as standby. In Garissa, generators will be required at Suguta and near the Isiolo-Garissa border at Benane.
• The project team stated that the pipeline will be buried at a minimum depth of 1 meter and covered with polyurethane to prevent heat loss, which they claim will result in almost no material change in soil temperature and will not affect plant germination.
• Stakeholders raised concerns regarding land ownership, noting that land in Garissa County belongs to pastoralist communities. The LCDA acknowledged the need to coordinate with the county government and the National Land Commission (NLC) to resolve land issues.
