Proposed Lokichar to Lamu Crude Oil Pipeline Project: Addendum for Onshore Crude Oil Storage at Lamu Port & Garissa Re-alignment Garissa County Meeting

This document contains the minutes of two public meetings held on 11 March 2020 in Garissa County, Kenya. The meetings were convened as part of an Environmental Impact Assessment (ESIA) addendum for the proposed Lokichar to Lamu Crude Oil Pipeline (LLCOP) project, specifically addressing a route re-alignment in Modikare and onshore crude oil storage at Lamu Port.

• The Lokichar to Lamu Crude Oil Pipeline (LLCOP) route was re-aligned in January 2020 to avoid a military area in Garissa after the Kenya Defence Forces (KDF) informed the LAPSSET Corridor Development Authority (LCDA) that the original gazetted corridor crossed KDF land. The new alignment moves the corridor and Station 12 to the north of the military area.
• The project's current status includes the completion of the Front-End Engineering Design (FEED) and the gazetting and surveying of all land for the pipeline outside of Turkana County, with the exception of areas near Ijara in Garissa County. The Pipeline Project Management Team (PPMT) aimed to make a final investment decision (FID) by the end of 2020.
• The pipeline design includes 17 above-ground installation stations from Lokichar to Lamu. In Garissa County, there will be six stations. Station 11 includes a block valve and switch gear for leak shutdowns, while Station 12 consists of a grid connection and a pig trap.
• To minimize emissions, the project intends to connect stations to the national grid where possible, leaving fuel-powered generators as standby. In Garissa, generators will be located at Suguta and at Benane, near the Isiolo-Garissa border.
• Community members expressed concerns regarding land ownership and compensation, noting that land in Garissa is mostly community-owned and undocumented. The project team stated that the National Land Commission (NLC) would handle land acquisition following the provisions of the Community Land Act.
• Regarding environmental impacts, stakeholders highlighted the importance of Acacia trees for fodder and shade. The project team responded that a Biodiversity Action Plan would recommend conservation and rehabilitation of cleared areas, and that micro-routing would be used during installation to avoid culturally valuable trees.
• The project team claims that the pipeline will not affect plant germination because it will be buried at a minimum depth of 1 meter and covered with polyurethane to prevent heat loss, resulting in almost no material change in soil temperature.
