TETRA4_Info Pamphlet(V3)

This community guide, produced by Natural Justice in June 2025, provides instructions for Interested and Affected parties to appeal a May 2025 environmental authorisation granted to Tetra4 (Pty) Ltd. This authorisation allows Tetra4 to expand its gas production activities in the Free State by integrating Exploration Rights 32 and 94 into its existing Production Right.

• In May 2025, Tetra4 (Pty) Ltd received an environmental authorisation to integrate Exploration Rights 32 and 94 into its existing Production Right. This expansion increases the area where Tetra4 can conduct production activities to 205,733.1 hectares, adding to its previous coverage of approximately 187,000 hectares across Theunissen, Virginia, and Welkom in the Free State.
• Tetra4's planned activities include drilling up to 18 new wells, which will be converted to production wells if gas is found. Each drill site requires clearing a 50 x 50m area of vegetation and removing topsoil and subsoil. The operations will use approximately 6,000 litres of municipal water per well per day and involve the use of diesel-powered generators, drilling rigs, and gas burning for well testing. The Production Right also permits the construction of compressor stations, LNG/Helium gas facilities, and gas transmission pipelines.
• The Basic Assessment Report and specialist studies identified several potential risks to local communities, including the loss of productive land and disruption of agricultural activities affecting livelihoods. Environmental risks include water source pollution from drilling chemicals, air quality degradation from chemical use and gas flaring, and biodiversity loss. Additionally, the project is rated as having a medium to high environmental risk regarding the disturbance of historic sites and burial grounds before mitigation.
• Interested and Affected parties—including landowners, farmers, community members, NGOs, and those who participated in the EIA process—have until 10 June 2025 to appeal the environmental authorisation under the National Environmental Management Act: National Appeal Regulations of 2025. Appeals must be submitted using a prescribed form and sent to the Department of Forestry, Fisheries and the Environment, with copies provided to the Department of Mineral and Petroleum Resources and the Petroleum Agency SA.
