Generative AI and the German Far Right: Narratives, Tactics and Digital Strategies

The report analyzes the use of generative AI by the German far right to create tailored social media content, including AI-generated influencers and imagery depicting migrant crimes. It highlights the role of the AfD and far-right community groups in spreading these narratives and notes a significant failure in the enforcement of the EU's Digital Services Act (DSA), as most reported AI-generated far-right content remained unlabeled or unremoved.

• Generative AI is being used by the Alternative für Deutschland (AfD), far-right music channels, and Facebook community groups to spread far-right beliefs. Content originates from the AfD's main account, state-level branches, and individual politicians, and is subsequently shared by unaffiliated individuals across Facebook, Instagram, X, and TikTok.
• AI-generated content focuses on narratives attacking refugees, immigrants, LGBTQ+ individuals, climate activists, and opposition parties. Specifically, content promoting 'remigration'—the mass deportation of ethnic minorities regardless of status—has seen high engagement. AI is also used to create fake imagery of migrant crimes, idealize Germany, and power three female 'influencer' profiles designed to build parasocial relationships with audiences.
• There is a significant lack of enforcement regarding the EU's Digital Services Act (DSA) and limitations in the AI Act. A month after reporting, none of the AI-generated far-right posts identified by ISD were removed or labeled by platforms, and only 4 percent were labeled as AI-generated at the time of writing.
