Watershed Indicators: The challenge of consistency

This report by the International Institute for Sustainable Development (IISD) examines the difficulties of achieving consistency and coherency in watershed indicators across Canada and in transboundary contexts. Based on activities conducted by the Canadian Sustainability Indicators Network (CSIN) in 2014–2015, including webinars and a workshop, the document identifies systemic challenges such as jurisdictional fragmentation, varying data collection methodologies, and imbalanced institutional capacities. It provides a series of recommendations for developing and improving indicator frameworks to better inform policy and environmental management.

• Watershed indicator systems in Canada and globally are characterized as a "patchwork," where a lack of standardization makes it difficult to compare data across different watersheds. This is driven by factors such as jurisdictional responsibility, funding, and available data.
• The fragmentation of jurisdictions is a primary obstacle to consistency, as watersheds frequently cross municipal, provincial, territorial, and international borders. Specifically, many cross the 8,891 km border between Canada and the United States.
• Institutional capacity varies significantly between regions, which can lead to a diversification of environmental practices and standards. For example, watersheds in northern Ontario are noted to have less institutional capacity than those in southern Ontario, complicating provincial comparisons.
• Technical and methodological challenges hinder the creation of consistent long-term indicators. These include the lack of long-term collection plans for some data and the difficulty of reconciling old data with new data produced by evolving agricultural technologies.
• CSIN identifies several best practices for improving indicator frameworks, including incorporating social and economic indicators alongside environmental ones, establishing quality assurance for partner data, and encouraging the collection of metadata to enhance comparability.
• There is a perceived gap between indicator data and policy application. Workshop participants indicated a hesitation to make policy recommendations unless an indicator is seen as "flawless," highlighting a need to inform policy-makers more directly about the relevance of indicators despite potential shortcomings.
• While consistency is generally desired, some practitioners warn that insisting on it can lead to "using the least common denominator," where data resolution is lost when scaling indicators up to a national level.
