This case study describes how Timor-Leste has integrated Ecosystem-based Adaptation (EbA) as a guiding principle within its National Adaptation Plan (NAP) process to enhance climate resilience, protect biodiversity, and support post-conflict nation building.

• Timor-Leste communicated its first National Adaptation Plan (NAP) to the UNFCCC on March 31, 2021, following a process initiated on September 27, 2019. The NAP is led by the National Directorate for Climate Change (NDCC) and covers a 10-year horizon from 2020 to 2030, featuring 107 adaptation action items across seven priority programs and seven priority sectors.
• Ecosystem-based Adaptation (EbA) is one of 14 guiding principles of Timor-Leste's NAP, intended to maximize the co-benefits between environmental protection and adaptation efforts. This system uses public agreement and social consensus to manage natural resources and protect the environment, serving as an entry point for inclusive, culturally sensitive climate adaptation.
• Timor-Leste's NAP process integrates climate adaptation with broader national goals, specifically the Strategic Development Plan 2011–2030 and post-conflict nation building. By linking EbA to poverty eradication and economic development, the government aims to build a resilient economy and increase social cohesion.
• The NAP process emphasizes the need for institutional and human capacity development, including the creation of a national monitoring, evaluation, reporting, and learning (MERL) framework planned for 2022. The government also intends to develop a comprehensive financing plan and a NAP costing plan by 2022, involving the private sector in areas like climate-smart agriculture and aquaculture.
• To inform EbA decisions, the NAP relies on multi-level vulnerability assessments, including village-level integrated assessments, a national assessment for the Second National Communication, and specific sectoral assessments for coral reef and coastal ecosystems.
