GUIDE IGF À L’INTENTION DES GOUVERNEMENTS : GÉRER L'ACTIVITÉ MINIÈRE ARTISANALE ET À PETITE ÉCHELLE

This briefing document, developed by RCS Global and the Intergovernmental Forum on Mining (IGF), provides a step-by-step guidance process for governments in developing countries to create, implement, and monitor an effective Artisanal and Small-scale Mining (ASM) management strategy. The goal is to improve miners' quality of life and the sector's contribution to sustainable development while mitigating environmental degradation.

• The guidance process for governments is structured into three distinct phases: starting up, developing an ASM management strategy, and implementing that strategy.
• Phase 1 (Starting Up) requires the establishment of an internal ASM working group comprising representatives from various government bodies, such as mining, finance, environment, agriculture, planning, water, and labor, as well as the creation of a stakeholder dialogue forum.
• Before developing a strategy, governments must conduct a contextual analysis of the national ASM sector, covering its scale, geography, economy, techniques, impact, government capacities, supply chain mapping, and political economy.
• Phase 2 (Developing the Strategy) involves creating a vision for the sector and categorizing ASM operations into sub-types (e.g., by product, scale, or mechanization) to avoid imposing a single global strategy on a heterogeneous sector.
• Phase 3 (Implementation) requires a detailed plan specifying responsible ministries, budgets, and timelines. Implementation activities may include establishing state-funded mineral purchasing schemes, providing geological data, facilitating credit access, and sponsoring clean processing plants.
