G20 Scorecard of Fossil Fuel Funding

France ranks second among G20 OECD members for its commitments and low support for fossil fuel production per GDP, yet it maintains high support for fossil fuel-based power and consumption. Total government support averaged USD 19.4 billion (2017–2019), with a significant 87% increase in public finance for fossil fuels compared to the 2014–2016 average, primarily driven by oil and gas production.

• France's total government support for fossil fuels averaged USD 19.4 billion between 2017 and 2019, consisting of USD 9.8 billion in state-owned enterprise (SOE) investments, USD 8.7 billion in tax expenditures, USD 830 million in public finance, and USD 26 million in direct transfers.
• A major area of concern is the high level of support for fossil fuel consumption by households, transport, and industry, which averaged USD 8.4 billion annually from 2017 to 2019 via tax expenditures.
• While France has commitments to phase out coal support, it has made no such commitments for oil and gas production; export credit guarantees for these sectors were estimated at over USD 10 billion between 2009 and 2019.
• In response to the COVID-19 crisis, France provided nearly USD 8 billion in direct and state-backed loans to Air France, contingent on the airline reducing emissions by ending short-haul flights.
