G20 Scorecard of Fossil Fuel Funding

This fact sheet evaluates France's fossil fuel funding as part of a G20 scorecard for OECD member countries. While France ranks second among the 11 countries reviewed due to strong commitments and low support for fossil fuel production per unit of GDP, it continues to provide significant support for fossil fuel-based power and consumption.

• France's total government support for fossil fuels averaged USD 19.4 billion between 2017 and 2019. This total includes USD 9.8 billion in state-owned enterprise (SOE) investments, USD 8.7 billion in tax expenditures, USD 830 million in public finance, and USD 26 million in direct transfers.
• France provides high levels of support for fossil fuel consumption by households, transport, and industry, totaling USD 8.4 billion annually (2017–2019 average) through tax expenditures.
• Progress in ending fossil fuel support is described as 'very poor,' with public finance for fossil fuels increasing by 87% relative to the 2014–2016 average, primarily driven by increased support for oil and gas production.
• While France has commitments to phase out coal support, it has no such commitments for oil and gas production. Export credit guarantees for oil and gas public financing are estimated to have exceeded USD 10 billion between 2009 and 2019.
• In response to the COVID-19 crisis, France provided nearly USD 8 billion in direct and state-backed loans to Air France, contingent on the airline reducing emissions by taking actions such as ending short-haul flights.
