- The Low-Carbon Industrial Park pilot project, launched in September 2013, focuses specifically on managing greenhouse gas emissions, including total emissions and emission intensity. The government aimed to have 80 low-carbon pilot parks by 2015, starting with 55 selected parks in two rounds between 2014 and 2016.
- There is significant overlap between the three programs, with approximately 14% of China's 1,568 provincial and national industrial parks participating in at least one pilot. Some parks participate in multiple programs; for example, the report identifies seven parks that are part of all three pilot projects.
- The programs differ in their approach to performance indicators: EIP standards use fixed threshold values regardless of a park's history or industry structure, whereas the CTIP program allows parks to submit their own target values for government approval, leading to high variability between regions.
- Industrial parks are motivated to participate in these programs to attract domestic and foreign investment amid intense competition for investment promotion. However, a survey of 210 senior officials from 51 national industrial parks indicated that the primary barriers to progress are limited technical levels and a lack of capacity building.
