Meeting China’s Global Resource Needs

This report describes the methodology for the IISD Supply Risk Tool, designed to help Chinese companies and policymakers assess and manage sustainability risks within global inbound supply chains to ensure security of supply.

• The IISD Supply Risk Tool employs a multi-layered framework to evaluate supply risk by integrating three primary components: economic importance, vulnerability, and hazards. The overall supply risk level is calculated as the average of these three factors: "供应风险水平＝ AVG（危害损失暴露程度，脆弱性及经济重要性）".
• The methodology distinguishes between domestic vulnerability and exposure (at both national and corporate levels) and foreign supply hazards. Domestic vulnerability is split into 'accessibility' (the ability to meet consumption needs) and 'affordability' (price levels and stability), while foreign hazards are categorized into 'national environment' (geopolitical and institutional risks) and 'producer sustainability' (social and environmental impacts).
• To improve supply chain risk management, the report proposes five specific policy recommendations: building capacity within Chinese embassies' economic and commercial counselors' offices, aligning with international standards for strategic goods, researching financial incentives for sustainable footprints, incorporating sustainability into green public procurement, and adding supply chain standards to corporate social responsibility guidelines.
