中国低碳竞争力与国家级经济技术开发区 提升“中国制造”的 低碳能力政策需求调研报告

This 2015 IISD report analyzes the low-carbon capacity and policy needs of Chinese manufacturing enterprises. Based on a survey of 230 companies and 12 interviews, it finds that while high-energy-consuming firms have better management systems, there is a general lack of policy awareness and technical guidance across the sector. The report identifies key barriers such as insufficient funding, complex application procedures for subsidies, and poor training effectiveness. It recommends strengthening mandatory supervision for high-emitters, lowering incentive thresholds for smaller firms, establishing tripartite cooperation between government, business, and third-party agencies, and upgrading technical guidance systems.

• There is a significant gap in the communication and awareness of low-carbon energy policies among Chinese manufacturing firms. Only 19% of surveyed companies reported being familiar with these policies, while 26% stated they were completely unaware of current energy-saving policies.
• Energy management levels vary significantly based on the scale of energy consumption. Companies consuming over 10,000 tonnes of standard coal per year demonstrate better management, with 82% setting energy-saving targets, 63% preparing carbon emission reports, and 24% establishing energy management systems. In contrast, 23% of all surveyed companies do not know their own annual comprehensive energy consumption.
