Electricity Sector Reform in Uttar Pradesh: Analysis of tariff adjustments and the Ujwal Discom Assurance Yojana Plan (UDAY)

This report by the IISD-Global Subsidies Initiative (GSI) analyzes the financial sustainability of electricity distribution companies (discoms) in Uttar Pradesh, India, focusing on tariff adjustments and the Ujwal Discom Assurance Yojana (UDAY) financial assistance scheme.

• As of late 2017, Uttar Pradesh had 14.6 million households—representing 49 per cent of the state's total—that lacked electricity access. The Government of India and the state government aimed for universal household electrification by 2019 and 24/7 power for all by 2022.
• Public electricity distribution companies (discoms) in Uttar Pradesh are financially unsustainable because they cannot collect sufficient revenue from consumers to recover costs, with a revenue gap of INR 21,486 crores (USD 3.2 billion) in FY16.
