COVID-19 and Food Export Restrictions: Comparing today’s situation to the 2007/08 price spikes

This policy brief uses the International Food Policy Research Institute’s (IFPRI’s) COVID-19 Food Trade Policy Tracker to compare government reactions to the COVID-19 crisis with those during the 2007/08 food price spike, specifically focusing on food export restrictions.

• In response to the COVID-19 crisis, twenty-two countries have either announced or implemented restrictions on food exports.
• There is concern that these export restrictions may negatively impact food access for consumers in low-income countries that import food, mirroring the effects seen during the price spikes of 2007/08 and 2010/11.
