IGF Mining Policy Framework Assessment: Jamaica

This report assesses Jamaica's mining policy and legal frameworks across six thematic areas to support the country's Vision 2030 national development plan. It identifies the current economic contribution of the sector and outlines the role of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) in assisting the Government of Jamaica and the Ministry of Transport and Mining to improve governance and capacity.

• Jamaica possesses various commercially exploitable minerals, categorized as metallic (including gold and bauxite), non-metallic (such as limestone, marble, and silica sand), and semi-precious minerals. Aside from the bauxite/alumina sector, most of these minerals are currently in early development stages.
• The mining sector contributes approximately 2.2% to Jamaica's GDP and provides employment for about 6,000 workers, the majority of whom are Jamaicans.
• The IGF is collaborating with the Ministry of Transport and Mining to evaluate Jamaica's mining policies across six specific thematic areas: Environmental Management, the Post-Mining Transition, Artisanal and Small-scale Mining, Legal and Policy Environment, Financial Benefit Optimization, and Socioeconomic Benefit Optimization.
