Fossil-Fuel Subsidies and Climate Change: Options for policy-makers within their Intended Nationally Determined Contributions

This research paper examines the potential for parties to the United Nations Framework Convention for Climate Change to reduce greenhouse gas emissions by reforming fossil-fuel subsidies, utilizing the Global Subsidies Initiative – Integrated Fiscal model (GSI–IF model) for country-specific estimates.

• The annual global cost of fossil-fuel subsidies is $543 billion, and removing these subsidies could reduce global greenhouse gas emissions by 6 to 13 per cent by 2050.
• Removing fossil-fuel subsidies can generate domestic government savings between 5 and 30 per cent of expenditure, which can then be redirected toward households and the development of a low-carbon energy future.
• Parties to the United Nations Framework Convention for Climate Change can incorporate emission reductions from fossil-fuel subsidy reform into their Intended Nationally Determined Contributions, using the GSI–IF model for estimates.
