IGF Mining Policy Framework Assessment: Ecuador

The International Institute for Sustainable Development presents a Mining Policy Framework (MPF) Assessment for Ecuador, conducted by the IGF at the request of the Ecuadorian government. The assessment identifies gaps in environmental management and post-mining transition within the large-scale mining (LSM) sector and provides recommendations for improving community consultations, national environmental standards, and the formalization of artisanal and small-scale mining (ASM).

• The Ecuadorian government is promoting investment in the mining industry to maintain economic stability following financial problems, as the economy has been dominated by natural resources, specifically oil, which previously accounted for about 11 per cent of GDP.
• The Ministry of Energy and Non-Renewable Resources has introduced policies to attract international large-scale mining (LSM) companies and improve the management of artisanal and small-scale mining (ASM).
• The IGF MPF Assessment identified gaps in environmental management and post-mining transition for the LSM sector, recommending that Ecuador integrate international best practices into legislation, improve waste and water management guidelines in impact studies, conduct meaningful consultations with Indigenous Peoples, and strengthen the ASM formalization process through a more robust database.
