A Citizens' Guide to Energy Subsidies in Nigeria

A guide providing an introduction to the costs and benefits of energy subsidies in Nigeria, focusing on fuel and electricity, and their impact on sustainable development and economic stability.

• Fuel subsidies in Nigeria, valued at over NGN 2.19 trillion (US$ 13.6 billion) in 2011, primarily benefit wealthy individuals and have been subject to corruption. These subsidies have also led to a higher dependency on imported fuel and a decrease in investment for oil refining capacity.
• Under-pricing electricity between 2005 and 2009 cost between NGN 232.5-356.5 billion (US$1.5-2.3 billion), resulting in inadequate maintenance and reinvestment in the power supply. This has negatively impacted the broader economy and business access and reliability, leading to plans to increase tariffs to cover costs while keeping low-income tariffs cheaper.
• Research into kerosene subsidies in Nigeria from a gender perspective indicates that these subsidies were not effective for poor women.
