Adaptive Policy Analysis of Mining Policies in Manitoba

This report describes a pilot application of the Adaptive Design and Policy Assessment Tool (ADAPTool) to evaluate six mining-related policies in Manitoba, conducted by the International Institute for Sustainable Development and the Province of Manitoba's Mines Branch.

• The ADAPTool is an Excel-based online tool created by the International Institute for Sustainable Development and partners to compare existing policies and programs against the characteristics of adaptive policies. It evaluates how well policies support adaptation measures for specific stressors and assesses the general adaptability of the policies to both defined and unforeseeable future changes.
• A pilot analysis of six mining policies in Manitoba, conducted by the IISD and the Mines Branch of the Province of Manitoba, found that most policies only 'partially contributing' to anticipated and unanticipated needs. While the policies were found to be adequately decentralized and performed well in responding to unanticipated events, they lacked formalized tools for self-organization and have not undergone a formal review process since the early 1990s.
