Supporting the Implementation of New WTO Rules on Fisheries Subsidies

This policy brief examines how technical assistance and capacity building (TACB) can support developing countries and least-developed countries (LDCs) in implementing new, internationally binding WTO rules on fisheries subsidies, noting a historical lack of donor support for subsidy assessment and reform.

• Between 2009 and 2018, fisheries-related technical assistance reached at least USD 3.3 billion, yet there is a lack of clear evidence that donors have supported subsidy reform and assessment.
• Developing countries and least-developed countries (LDCs) often face capacity constraints that may necessitate dedicated technical assistance and capacity building (TACB) to integrate new WTO fisheries subsidy disciplines into domestic laws, administrative procedures, and regulations.
• To effectively support the implementation of new WTO rules, existing technical assistance may need to be refocused and rebalanced to ensure programs coherently support environmental sustainability, livelihoods, and food security.
